With reference to my telegram No.56 of the 6th instant,

I have the honour to enclose a copy of my despatch to the Governor of Hongkong forwarding a letter addressed to His Excellency by the Acting Minister for Foreign affairs in the Vanton Nationalist Government.

The letter, of which a copy is also enclosed, invites the Hongkong Goverment to appoint plenipotentiary

delegates for the negotiation of a settlement of the Canton

Hongkong strike.
